7. Hirers’ Responsibilities

Organisations or individuals hiring the Hall for activities involving children or vulnerable adults must:

  • Provide a copy of their Safeguarding Policy before their first booking
  • Ensure their staff and volunteers have valid Enhanced DBS checks if engaged in regulated activities.
  • Appoint a Safeguarding Lead responsible for their event.

For private hirers: The management committee is not responsible for the supervision of children or vulnerable adults during private bookings. It is the hirer’s responsibility to ensure safeguarding measures are in place.

Under the Licensing Act 2003:

  • Alcohol must not be sold to under-18s.
  • Film screenings must follow the age classification system (BBFC ratings).
  • No gambling or adult entertainment is allowed on the premises.

8. Supervision of Vulnerable Users

  • The management committee will take reasonable steps to keep the Hall safe for vulnerable users.
  • Where activities involve multiple hirers, each hirer must ensure adequate supervision of children and vulnerable adults, particularly when using shared spaces (e.g., toilets and corridors).

If a volunteer, hirer, or member of the public suspects wrongdoing, abuse, or safeguarding failures, they should:

  • Report concerns to the Designated Safeguarding Lead (DSL).
  • If necessary, escalate to:
